The European project on reducing GHG-emissions in the maritime sector presents an opportunity to analyze the creation of law by interaction between the Unions' and the memberstates' legislators as well as the induction of national legislation by European law. Measures concerning global goods and phenomena such as the atmosphere or international seafaring are of considerable relevance to international law. The implementation of a fee on emissions requires an analysis of fiscal law in the European Union.
