Chunghwa Bae studied law at Seoul National University in South Korea and obtained a Bachelor of Law. He then completed a Master's degree specializing in public law at Seoul National University. After passing the state selection examination for lawyers in 2014, he was a legal trainee at the Judicial Training and Research Institute in South Korea. He has been a lawyer since 2017 and worked at the Ministry of Justice in South Korea from 2017 to April 2020. In the summer semester of 2023, he completed his doctorate with a thesis on budgetary constitution under Prof. Dr. Christian Waldhoff at the Humboldt University of Berlin. The doctorate was also funded by a doctoral scholarship from the German Academic Exchange Service (DAAD). He is currently working at the Korean Constitutional Court as a Rapporteur Judge.
