Peter J. Knüpper was born in 1954. 1983 he passed his State Examination in Law at the University of Mainz. 1983 to 1985 he worked as Managing Director of the CDU City Council Group, followed by the post as Building officer, City-Administration in Mainz. 1987 he was elected as Mayor of the Municipality Bernkastel-Kues, followed by the election to become First Mayor of Koblenz in 1992. From 1995 to 2018 he served the Bavarian State Dental Chamber as CEO. During this time (2002–2007) he worked as Secretary General, Association of Liberal Professions in Bavaria, also – since 2013 until today as Lecturer at Ludwig Maximilian University (LMU), Munich. From 2014 to 2021 he took responsibility as Board of the Funeral Fund HDH. After stepping down as Managing Director of Bavarian Dental Association of Statutory Health Insurance (2017–2019) he began to study at the Freie Universität Berlin and received his PhD (Dr. iur) in 2023. In May 2024, the Ludwig-Maximilians-Universität München (LMU) appointed Peter J. Knüpper as an honorary professor in the field of professional dentistry.
